I always heard it was a runner and not really meant to be lugged too much.

It allowed guys that wanted a 4020 to get something similar for a little bit less money. They could then pull their smaller implements for a 3010/3020 a gear faster with the 4000 and cover the same ground as a 4020 did going a gear slower with it's larger implements.
