I can understand the frustration of paying a bill when nothing is fixed. I can also see it from the dealerships point of view. While the tech was at your place he was unavailable to work on other jobs. They decided to send him to help you instead of helping someone else. The cost to the dealership is the same whether he fixed the problem or not. If you complain it is possible that the next time you call you will be the second guy in line instead of the first. It is however a grey area and a lot of how they handle it will depend on your customer history.

No matter what though, you need to thank the tech. Lots of techs will just keep throwing parts at it if they can't figure it out. I would rather have a tech bow out if he can't find the problem than continue to rack up a big parts bill until he accidentally replaces the faulty part. Sometimes the next person in line understands the problem better.
