Any idea if that one room is on its own breaker? Breaker panel is where I would start. Pretty easy to use a meter and check across all the 2 pole breakers to see if you're getting 240V through the breaker. If all breakers check good, then I'd go to thermostat. There's not too much to go bad in the electric baseboard itself, since nothing moves, but it could happen.
