In Ontario we do it all the time . Not the best of a situation but sometimes it is necessary. Perfectly legal also BUT in our municipality you will need to notify the works department of a temporary road closure. That would be the 2 or 3 min to unload the cart.
Reason given to us is then they would know what the circumstances are in the event an emergency vehicle would need to travel on said road. For example an ambulance or fire truck responding to a call.
Common sense says that when or if you hear a siren then move out of the way!
