Subject: What to pay for used 48' used grain bin?

I'm looking at buying a used 48' 75,000 bu grain bin. It's been taken down and stored inside for over a year maybe more. The bin is a GSI with stiffeners and is probably 20+ years old. The owner can't guarntee that there's not any oxidation. He suggested to get it painted after it's up. Most used bins that I've seen have been smaller and I always thought half of new price erected was about right. What do you think? I've heard if I buy a new bin now and the price goes down in 6 months time I'll pay the lower price. People must be holding off thinking steel is going to go down. Just wanted to bounce this off someone brighter minds!
