assuming you are not in really dry country and that you are not using poly that has breaks in the little fine wire I do not understand why cows would walk over or thru the fence. If none of the above are true check the fence my preferred way is the way Jim suggested, heck even those cheap light testers should tell you the story. I just came from moving 200 plus head to a new paddock and the wire stopping them was just that a wire no juice.
see your first fence is 30 inches above ground gee my top wire is seldom that high. I realize you are raising giants but do you think they could be going under the wire?
