It is hard to believe that with two hot wires working properly (with at least 3500 volts or more) that cows would "walk freely back and forth". Have you grabbed that fence to make sure it is working?
OR buy a Gallagher fence tester and check it out. I bet you will find the fence is not hot (or as hot as it should be) for some reason. Start at your fence charger and follow the arrow on the tester to the problem. I'm betting you have a short somewhere.
