NE Nebraska | There's a retired veterinarian in a town about 40 miles north of here who offers carriage rides and a horse drawn hearse. Population is about 15,000. Town had to approve an animal ordinance relating to parking, clean-up, hours of operation, making sure operators were aware of traffic rules, etc. He has a son-in-law that's a mortician so it's a good fit. I'm not sure how often he offers the service. He has several types of beautiful carriages. I'd think that weather would be a limiting factor.
It would require gentle horses that are used to being around people.
