My opinion is that if you have a high CEC soil you should keep the fertilizer in as tight of a band as you can in order to minimize tie up and try to plant as close to it as possible. I would like to see the fert about 2 inches below the seed, especially P because corn needs it early along with some N. You could be 2 inches to either side and still be OK.
