I have used a sump pump sitting in side of a 5 gallon bucket. Put a couple inches of cement in bottom for weight. Cut some slots up towards the top with a sawzal blade. Might could use a skill saw also, even on your barrel. On a pond. It would be good to put it in a flost, like inside aired up tire.
