Costs of road maintenance/rebuilding are going up. At least here in Wisconsin, gas tax revenue which is supposed to be used for highway projects, is not going up at the same rate. More fuel efficient vehicles and driving less are the two main culprits. Look for new creative taxing measures. I just saw in the news that the City of Milton, WI is proposing a wheel tax at a rate which will be the highest in the state. I expect that to become more and more popular.
