In parts of the South I'm more afraid of the bridges than the roads.

For several years Louisiana put up "substandard highway" signs on marginal 2-lane blacktops. I guess that covered potential liability issues. Those roads were probably parish (county) roadways. I'm not bashing Louisiana. I have family down there and my wife pays taxes on some family property in one parish.
