But, George Rehms has done quite a bit of research at the U of MN research stations in southern MN on this very subject.
What the U of MN has found is by deep banding (actually banding period) depending on soil nutrient levels starting off, one can REDUCE rates up between 30 - 50% when banding vs broadcast with no detrimental effect to the soil.
It's not for me to assume in your area, just share what would work "here". If those were my soils, I'd be putting down somewhere around 30 units (to start with) of actual in the band. As far as starter, if you are deep banding the P, a little would probably help. If you would be shallow banding (in the top 4" or so), I'd forgo the starter as it's basically there already close to the seed zone, and with no concentration directly on the seed, no burn should be observed.
Do a Google on P and K band placement and the U of MN and you should get George's research data.
