Im not trying to argue or be a smartbutt, but I would say your mowing activity this summer destroyed their cover and habitat. And gave them no place to hide or get away from the predators such as coyotes and hawks.
You replied to me, but I assume you were meaning the OP???
I have CRP filter strips (about 1.5 miles total). They provide cover.
edit: At least they were good cover until the creek flooded them twice and flattened the grass.
