Fine in theory but in practice it doesn't quite work out. We have always sprayed 32 oz of Glyphosate but lately there have been escapes and then we have go back with an even higher rate. Even then I wouldn't acheive 100% control which is what you have to have to make your statment true. Nature adapts to almost every situation either by change or substitution.
