I'm in Missouri but it should be a similar process I think. Usually it's in a larger city where the testing locations are and I don't believe that online testing is an option. You have to find a date when they are giving the test you are wanting and sign up to try to get in and take it. The state is who puts them on for Missouri, kind of like going to get your driver's license. There are different levels of certification. Try to google CORE applicator certification. That's typically the first certificate, then try for your 1A certification. I believe it goes CORE, 1A, 7C. Like I said this is all based on Missouri but hopefully that will help a little
