If I understand your post, the problem may be the routing of the top tank heater hose. One rule of tank heaters is that no part of the top hose may be higher than the port where it enters the engine. If the top hose must run downhill to the point where it attaches to the engine, air will be trapped in the highest part of the hose and will prevent hot coolant circulation. Could you possibly re route that top hose around the front or rear of the engine instead of over the top ? Like I said, no part of the top tank heater hose may be higher than the port where it enters the engine. Also, the radiator must be full to within an inch or two of the filler neck.
