If he can't pay the bill, then farm160's last paragraph would be true.
If OP doesn't have the money, he'll have to file for bankruptcy, leaving the costs to be absorbed by everyone else.
This already happens with the true "dregs" that don't have insurance, passing the costs on the ones that have insurance.
