Depending on " lot" of cattle manure, I wouldn't put any fertilizer down, especially if you leave some from the potatoes. Manure brakes down slowly, with only a little available quickly, more becoming available later.


lots I feed cattle on, than crop in summer, I do not put any fertilizer on. If I don't silage that, I grind it and mix it in a ration.

Could try cutting a higher stubble as the highest nitrates are close to the ground.
