I would rather have them on top than on the bottom. I would also go ahead & run the fan no matter what the weather was like. The beans on bottom wonn't pick up much moisture from the damp air & the air flow will keep the wet beans from going out of condition.
I have seen guys place a heat lamp behind the fan to help remove some of the moisture out of the air.
