If you want them to eat from the bunk, never put a bale ring in the pen.  
They will default to their comfort zone when given a choice, but they will eat the TMR if that is all there is and it contains ground hay in it.  For the first day or two you can put long stem hay in the bunk and deliver TMR on top of it so they have to eat through the TMR to get to the hay.
