If a flat track, I would assume it has some type of rock sub base to it .
And a lime sand and dirt top.
Trouble is what type rock is it, would think it most likely chat like 3/8 or so
dig a core to see what you have to work with .
If like salky track it will be banked , so dirt will need moved , substrata will most likely be the same as
above.
If rock in sub is fine rock then a very deep moldboard plow IE at least a 1ft deep in track area.
Since there is little organic matter there a large amount of manure tilled in will help.
If you can grow corn or some other elevated crop would be better
If rock is closer to 3/4 plus then it will have rock come up till you long gone from this earth.
And no amount of work will remove it except with a truck .
Would need pics to give a better idea what to try.
