Moisture 'rebound' is more common when taking a lot of moisture out of the grain.
I've always wondered if it's because immediately out of the dryer the center of the kernel is not as dry as the outside, and then after the moisture has had time to equalize the meter is able to detect the new level of moisture at/near the surface of the kernel.
