On one truck we had a steer tire the caused the same thing and on another truck king pins caused it. I would try have the front steers spin balanced and then go from there. Sometimes it can be process of elimination. Start with the cheapest causes first. If it goes away at certain speeds could be just a bad tire doesn't cost much to have tires balanced
