I think the over-riding principle is 'let your yes be yes, and your no, no'. Jesus was responding to the teaching of the day which was infested with a lot of human-induced laws that were designed to allow men to do what they wanted, not to do what was right, what God required.
If the gov't would require the swearing of an oath, a Christian could do it to promote and protect the truth. But the promotion of the truth and the wellbeing of others is paramount, not the interest of self. also see Hebrews 6:16.
