Plant it or watch your neighbor farm his ground next year. I agree it is also a good time to show him a comparison of a crop rotation. Moldboard plow wheat farmeers usually don't understand the idea behind no-till and crop rotation. I am not try to start wars on here but I have been down in your area and there is obviously a huge thought difference between no till and conventional till.
If you don't plant it his way he will probobly find someone who will.
