For running over the stalks issue, buy some stalk stompers for the corn head instead of a tillage tool, your already putting the hours on the combine anyways, and you can probably buy a set of stompers cheaper than a tillage tool, plus they are low maintenance.  just busting them off a bit in the fall helps them become weaker in the springtime.
