I have seen swarms light in odd places when the weather was threatening rain. They try to protect the queen above all else. She is in that ball somewhere. The bees are not at all aggressive when swarming and are easily collected in a pail, box or hive body by simply shaking the ball off into the container.

Had a bunch that made several combs exposed on a tree branch last fall. That was not a swarm and they protected their combs as you would expect. I found them when I brushed the unloading auger through the limbs near them! I should have gotten someone to come get them, but either the first bad weather in the fall killed them or they left for better protection.
