Depends on what tractor your running. The newer tractors run a lot lower RPMs than the older tractors.
Planting with my CIH 315 I run around 1600 RPMs. Heavy loads I'll run 1850-1900. Best fuel efficiency at this speeds.
Good rule of thumb is always gear up and throttle back. Just as long as your not lugging the engine.
