I was always under the impression that the sugar was food for the microbes so that they can convert the nitrogen more efficiently. It's also used to help hold the nutients in the soil and keep them from leaching out too quickly. This is especially true in sandy soils where organic matter is non existent. From what I've read, it would be ideal to apply any nutrients with a carbon source of some kind.
