An old retired N Idaho farmer told me years ago that, "a poor crop of winter wheat is better than a good crop of spring wheat."
It also can attract insects when surrounding winter wheat is ripe and it is not. But sometimes it works better for various reasons, like rotation and weed control.
I do think that wheat breeders have improved spring wheat over the years.
