Is this a engine with the points on the side of the block and opened wih a push rod?They tend to leak oil into the points. I have several engines like that. One has a electronic ignition change over unit wired in place of the points and it works good even though it has to really spin fairly rapidly to get it satred. I have another one that looks just like it and a electronic unit wont work on it for some reason. The place that sells the units was Napa and Motor service, and sales guys said something about the polareity of the magnets in the flywheel not being right so the electronic modules wont work on some engines.
