nw NC | Plant in your picture is Burdock. Large lower leaves and rounded seed pods are identifiers.
Pictures below clearly show visible difference in burdock and cocklebur seedpods.

Carefully remove plant and seedpods and burn it all! Dig up large carrot like root as it is a biennial plant . Seedpods scatter by attaching to wildlife, cattle and pets.
