if you are poor like me just make sure you raise the barn up a couple feet, tile the floor, then a foot of sand, then a layer of pea gravel, then use pallets. this barn holds about 32,000 bales and we rarely have more than a pickup load of bad bottom bales per year.
I think the best floor in a damp barn won't work...and you can pretty much stack on aNY surface if your barn is dry and the drainage is good. since you are building a new barn you can take measures now to get it high, dry and drained well...then you can probably use asphalt, pallets or anything else with good results.
