Even here in Nevada, where we have less moisture falling outta the sky than anywhere else in the US, the bottom bales in a stack suffer the most.

One mostly permanent solution in outdoor stacking used around here is to create a gravel bed of some coarse gravel (like a little smaller than railroad ballast) that is 3" to 6" deep, and you stack the hay on that.
