I don't think any body is saying that leaving would be a good deal either. but here if you mowed off part of a bean field because of the weeds,.....well lets say it wouldn't be a good deal.
The other end of that spectrum here, it is very common to mow or till field edges where the crop is weak and the weeds are strong. Especially with Timothy hay, it would likely be viewed as bad management to not mow off an acre or two around the edges.
