I wait until there are a few small pods 1/4"-1/2" long to start watering. I apply .80"-1" per pass depending on how much the field will infiltrate with no runoff. Each region takes a different strategy, where it's warmer in the south they probably start at an earlier growth stage. I would think farther north where you are you'd get the most return by waiting until R3 unless you have sandy soil.
