think of it as shaft turns the collar which engages the race, which turns in the bearing. locking backwards puts the 'load' on the setscrew to withstand this rotational force. Many locking collars are overtightened as they just need couple medium taps to properly engage. If its a situation where the shaft is stationary and the 'outer' part of the bearing turns, then lock collar opposite rotation.
