| The length of the linkage is adjustable. The PTO clutch is almost like a standard transmission clutch, except that the bearing and levers push to engage the clutch, not to release the clutch. That bearing for the PTO clutch is supposed to be greased every 50 hours of PTO operation.
Trash around the linkage and in the clutch assembly can make it drag. Could be bits of clutch plate lining too.
