I think you missed Nekfarmer's point.  It's not that terraces make topsoil.  Rather, he feels they didn't have terraces to protect and keep the topsoil on site.  

I'm not sure I agree with him, but then again, I don't live in Kansas.

Reading history, you read about the dust bowl days of the 1930's. I have to wonder how much topsoil was lost from Kansas in those days from wind erosion.   Terraces would not have helped with that at all.



If you farm up and over our hills eventually ditches will form and the dirt will be washed to the bottom. You fill in the ditch, and the next year the ditch is open again with the fill dirt gone. You add a terrace and it channels the water and also provides a silt trap in the channels and water way to catch dirt. If we didn't have terraces eventually our hills would be nothing but canyons. The biggest problem with building new terraces is you bury all your good dirt and many of our terraces are less than 150' apart so you not left with much when you're done.
