Rainfall intensity has a lot to do with it. I agree. It would be difficult to hold the concentrated flow areas with just no-till and cover crops due to the fact our rainfall intensity is greater than the soil infiltration will probably ever be. Aside from higher infiltration cover crops and no-till can make the soil more resilient to soil erosion when you have runoff due the stronger soil aggregation.
