Hey first post on here, but I just graduated with a degree in Forestry from Mizzou. Green ash trees live much longer than 60 years here in Missouri, but not sure about up there. I'm almost positive Emerald Ash Borer has not been found in ND yet. Do you know the approximate diameter at breast height of the trees? No leaves on lower branches is definitely a sign of something causing the tree to stress. If all the trees show similar symptoms, I would bet that the frost or chemical damage is the cause. An insect or disease would creep down the fencerow slowly over a period of a couple years or so
