Subject: Spraying a cut off tree? Will it Kill it?

just a tish NE of central ND
THERE ARE NO leaves so ? HOW does it kill them? I always thought it took leaves to absorb the spray? I see several steps down on the page someone mentions cutting off ash trees and spraying the stumps.
I get crap loads of WILD STRAY Chinese Elms here around the yard and in fields and wonder if cutting and spraying the stumps would work?Lots are 5-8 foot tall right now.
I have seen that spraying(without cutting)with 2-4d AND ROUNDUP or tordon AN MAKE A TREE LOOK DEAD for a while and all of a sudden you have new growth next year. VERY FRUSTRATING!
