It does look like frost damage, doesn't it. The fact that you say it's in the low lying areas also goes hand-in-hand with the notion that it's frost damage.
From the photo it appears most of the plants are not dead. Looks to me like they will grow out of it. Which is quite common with frost damage on young corn plants.
What's with this corn?
