In my opinion no it does not unless you really think you had a disease problem to begin with. I've asked our agronomists and university agronomists and they agree. I'd say just scout all you can to keep an eye out for disease. We average around 130-140 on corn and we can't get fungicide to pay as you can't protect enough yield for the app in this yield environment.
