Are you going to destroy the previous partial stand or plant into it? If you can't contact anyone and if you're going to destroy it then leave a strip where they can see the original stand. If you're planting into it then I'd get going. I wouldn't let the insurance (or lack thereof) dictate what I needed to be doing but that's just me. I realize there could be monetary issues but it's July 2nd......
