I did it a few years back trying to get some TWH and I felt it hurt my yield. Depending on your row spacing I'd say before canopy on 30" rows, as they will be flowering by then.
You're essentially saying that on average you won't spray your beans after June 21. I'd be in a mountain of trouble if I did that. Lots of my beans got sprayed in the past three days with Cobra or Cadet.....we've never noticed a yield hit and have some fields with fairly high APH.
