03& 04s the dealer had to do, 05 they wouldn't give the dealers permission, spent 20-30 hrs trying to get GM & dealers to disable my 06.
Last time I was at a dealer GM said " ONLY WITH A DOCTOR'S OK would they allow the locks disabled".
NOW they say "IF the owner requests the dealer can disable"
