'Here' there is always enough light seed that blows out the combine to get a strong regrowth of oats to volinteer by itself. Just raking the hay is enough to burry the seed, and get a little rain and its off and growing.
Depends on the method and timing of your manure application tho I suppose, could mess up the regrowth.
