Subject: Cloudy stuff floating in 28% storage tank

What is the tan colored, cloudy "stuff floating in my 28% poly storage tanks? it's in the top 2-3 inches, and mixes with the 28 when the tank level gets to about 6 inches. is it harmful for soil?
